A Pioneering Heritage in Teacher Education
Founded in January 1906, Secondary Training College Mumbai is one of the earliest institutions in India dedicated to secondary teacher preparation.
Secondary Training College, Mumbai traces its establishment to January 1906. Its foundation was directly linked to the recommendations of the landmark Wood's Dispatch of 1854, which urged the development of structured, professional training systems for educators across British India. As a result, the college was set up to pioneer secondary teacher preparation within the former Bombay Presidency.
“The Secondary Teachers' Training College at Bombay is undoubtedly one of the great activities, progress and success and main spring of the Secondary Educational System.”— Government of the Bombay Presidency, The report of the Director of Public Instruction (DPI Report) for the year 1907-12.
Under its first principal, Mr. J. N. Fraser, the college enjoyed a highly respected, autonomous academic status. During this initial era, it designed its own curriculum and awarded the prestigious Secondary Training College Qualification Diploma, representing the highest tier of professional school teaching certification.
Following India's independence, the college became a key public institution run directly by the Government of Maharashtra under the Higher and Technical Education Department. With the creation of Dr. Homi Bhabha State University (HBSU), Mumbai in 2019, STC was incorporated as a constituent college, transitioning its historical diplomas into modern professional degrees (B.Ed. and Ph.D. in Education).
Throughout its 120+ year legacy, the college has shaped the very methodology of teacher training in Western India—focusing on advanced classroom instruction techniques, academic research, and community-centric pedagogy.

Following Wood's Dispatch of 1854, the framework for organized teacher training in the former Bombay Presidency began to take shape, emphasizing the professional preparation of educators.
Establishment of Secondary Training College
In January 1906, the college was formally established under the leadership of its first principal, Mr. J. N. Fraser, offering its own Secondary Training College diploma/qualification.
Post-Independence Transition
